IL HB4608

Amends the Illinois Procurement Code to allow the Illinois State Toll Highway Authority to award up to 4 mid-size business set-aside contracts per calendar year, with a maximum of 10 total contracts under these provisions.

Defines mid-size businesses as independently owned construction businesses with annual sales between $14,000,000 and $45,000,000.

Adds a provision making the mid-size business program inoperable 5 years after the first contract is awarded under the section.

Extends the repeal date of the mid-size business provisions from January 1, 2030 to July 1, 2031.

Requires the Illinois State Toll Highway Authority to submit annual reports on program usage to the chief procurement officer by March 1 each year.
