Requires the State Board of Elections to develop an additional online voter registration option by January 1, 2028 for eligible voters who have a social security number but lack an Illinois driver's license or State identification card

Allows eligible individuals without state-issued ID to register to vote or update existing registration by uploading a completed voter registration form through the online system

Mandates the State Board forward applications to the appropriate county clerk or board of election commissioners within 2 days of receipt

Authorizes county clerks and election boards to adopt their own procedures for processing voter registration forms received through this new online option

Permits the State Board to collect additional contact information during the online registration process, including address, phone number, or email address
