Creates the Office of Common Interest Community Registration within the Department of Financial and Professional Regulation's Division of Real Estate to oversee homeowner associations and similar communities.

Requires common interest community associations to register with the Office, paying a fee of $3 per unit and submitting bylaws, articles of incorporation, covenants, board member contact information, and management company details.

Authorizes the Office to investigate unit owner complaints within 60 days, issue fines for violations of the Act or association governing documents, and remove or suspend board members for misconduct.

Allows the Office to refer criminal activity to the State's Attorney and ADA or civil rights violations to the Attorney General, with fraud or consumer protection violation patterns also reported to the Attorney General.

Repeals the existing Condominium and Common Interest Community Ombudsperson Act and creates the Community Interest Community Registration Fund to collect registration fees and fines for enforcement activities.
