Amends the Civic Center Code to replace the fixed $10,000 bidding threshold with the "small purchase maximum" under the Illinois Procurement Code for contracts requiring competitive bidding.

Property sales exceeding the small purchase maximum must be awarded to the highest responsible bidder after advertising for bids.

Construction contracts and contracts for supplies, materials, equipment, and services exceeding the threshold must go to the lowest responsible bidder after advertising.

Exceptions to competitive bidding remain for repair parts for existing equipment, professional services (accountants, architects, attorneys, engineers), and utilities like water, power, and telephone.

Takes effect immediately upon becoming law.
