IL HB4650

Amends the Illinois Insurance Code to require insurers conducting utilization review for mental health and substance use disorder treatment to use criteria from an unaffiliated professional organization (broadened from "nonprofit professional association") for the relevant clinical specialty.

Prohibits insurers from using utilization review criteria developed by any entity that has a financial stake in the outcome of utilization review decisions.

Requires Medicaid managed care organizations to use criteria and guidelines determined by the Department of Healthcare and Family Services that are consistent with generally accepted standards of mental health and substance use disorder care.

Applies these utilization review standards to decisions regarding level of care placement, continued stay, transfer, discharge, and other patient care decisions.
