Creates the Electronic Smoking Device Stewardship Act requiring producers selling vaping devices in Illinois to implement and finance a stewardship program through a producer responsibility organization within 2 years of the Act's effective date.

Mandates collection, transportation, recycling, and environmentally sound disposal of post-consumer electronic smoking devices, including e-cigarettes, vape pens, electronic cigars, and related components containing batteries, metals, and hazardous substances.

Prohibits producers from selling electronic smoking devices in Illinois unless participating in an approved producer responsibility organization, with civil penalties up to $10,000 per violation enforceable by the Attorney General.

Requires producer responsibility organizations to submit stewardship plans to the Illinois Environmental Protection Agency for approval, maintain adequate financial controls, and file annual reports on program performance.

Provides an affirmative defense for distributors and retailers who rely on producer or organization representations regarding compliance, and includes an antitrust exemption for program participants.
