Increases in-home services rates to $33.92 per hour starting January 1, 2027, subject to federal approval, to support a minimum wage of $20.75 per hour for direct service workers

Requires in-home service providers to pay direct service workers at least $20.75 per hour to qualify for the increased rate and to certify ongoing compliance with the Department on Aging

Mandates that in-home service providers spend a minimum of 79% of total payments received for home care aide services on direct service worker compensation, up from the current 77% requirement

Prohibits providers from reducing fringe benefits in connection with the rate increases and establishes that rates in subsequent fiscal years cannot fall below the federally approved rates

Requires providers to submit annual cost reports to the Department on Aging to remain eligible for the $33.92 rate
