Penalties imposed on nursing homes for non-compliance with minimum staffing standards must be deposited into the Equity in Long-term Care Quality Fund, with distributions beginning in Fiscal Year 2027

$1,000,000 annually allocated to Department of Public Health for administering staffing fines, $2,000,000 to Department of Healthcare and Family Services for facility audits, and $2,000,000 for identified offender and safety activities

50% of remaining penalty funds after initial allocations transferred to Common School Fund for vocational training of certified nurse assistants at the secondary education level

50% of remaining penalty funds transferred to Education Assistance Fund for nursing scholarships at post-secondary institutions through the Board of Higher Education

Amends both the Equity in Long-term Care Quality Act and the Nursing Home Care Act, with immediate effective date
