Expands criminal abuse or neglect of elderly persons or persons with disabilities to include acts that create "substantial likelihood" of endangering life, injuring health, or deteriorating pre-existing conditions—not just acts that actually cause harm.

Adds failure to perform necessary care acts that create substantial likelihood of harm as a new form of criminal neglect, classified as a Class A misdemeanor.

Broadens the definition of "caregiver" to include persons who voluntarily assume care responsibilities if they live in the household regularly or have reason to believe they are being relied upon for primary physical care.

Defines "voluntarily assumed the responsibilities for care" as providing primary and substantial assistance where failure to provide care would adversely affect the person's physical health.

Adds a definition of "undue influence" to the financial exploitation statute for elderly persons or persons with disabilities.
