Defines "mass requester" as a person submitting requests for identical or substantially similar records to 7 or more public bodies, and extends the response deadline for such requests to 21 business days instead of the standard 5 days

Creates a "vexatious requester" classification allowing public bodies to petition the Public Access Counselor for relief, including permission to ignore requests from that requester for up to one year

Requires persons denied records access to notify the public body of intent to sue and provide a 10-business-day opportunity to confer before filing litigation

Mandates courts to award attorney's fees and costs to public bodies against commercial purpose requesters, recurrent requesters, mass requesters, and vexatious requesters

Expands the definition of "commercial purpose" to include using records to provide services to a specific customer or client, and adds a formal definition of "business day" excluding weekends, state holidays, and school breaks
