Defines "mass requester" as a person who submits identical or substantially similar records requests to 5 or more public bodies within 30 calendar days under the Freedom of Information Act.

Extends the response deadline for mass requester requests from 5 to 21 business days, during which public bodies must provide time and fee estimates, deny the request, notify of undue burden, or provide records.

Allows public bodies to prioritize non-mass requesters when responding to records requests and permits denial if a mass requester fails to disclose their status within 5 business days when asked.

Requires mass requesters to first notify the public body of objections and obtain review from the Public Access Counselor before seeking judicial review of a denied request.

Limits attorney's fee awards available to mass requesters under the Act.
