Amends Illinois Freedom of Information Act to create a new category called "purposeless mass request," defined as electronic requests sent to at least 7 public bodies within 30 days without reasonable intention to study or use the results

Expands the definition of "commercial purpose" to include requests made to provide services to a specific customer or client, in addition to existing criteria of sale, resale, or solicitation

Allows public bodies to designate requests as purposeless mass requests under specified conditions and establishes procedures for notice, requester response, and final determination

Sets specific timelines for processing requests designated as purposeless mass requests and authorizes public bodies to respond accordingly

Prohibits courts from awarding attorney's fees in cases where the public body reasonably determined a request was a purposeless mass request
