Amends the Children's Advocacy Center Act to mandate that Children's Advocacy Centers "shall be" established (rather than "may be") to coordinate investigation, prosecution, and treatment of child maltreatment cases across Illinois

Requires Multidisciplinary Team (MDT) members to work together, share information, maintain confidentiality, and keep non-offending parents and caregivers informed of investigation status throughout the process

Mandates that every MDT member have access to records related to child abuse investigations, with all information shared confidentially for child safety purposes

Expands required MDT partners to explicitly include the Department of Children and Family Services, school personnel when appropriate, and specialized medical and mental health providers

Requires Children's Advocacy Centers of Illinois (CACI) to convene an annual statewide meeting of MDT leadership to review data, identify service gaps, and produce a summary report to be shared with MDT partners and other agencies
