IL HB4705

Creates the Artificial Intelligence Public Safety and Child Protection Transparency Act, requiring frontier AI model developers and large chatbot providers to publish detailed public safety and child protection plans on their websites.

Defines "catastrophic risk" as foreseeable risks contributing to death or serious injury of more than 50 people or more than $1 billion in property damage from AI-enabled hacking, biological attacks, weapons creation assistance, or loss of control.

Requires the Attorney General to establish a mechanism for developers, providers, and the public to report safety incidents related to AI models and chatbots, with provisions for whistleblower protections.

Applies to "large frontier developers" with at least $500 million in annual revenue and "large chatbot providers" with at least $25 million in revenue operating chatbots with 1 million+ monthly users likely accessed by minors.

Effective January 1, 2027, with civil penalties for violations and requirements for third-party audits of large frontier developers.
