Amends the Children's Mental Health Act to update the Children's Mental Health Partnership's duties, shifting from conducting research assessments to reviewing or facilitating needs assessments to identify challenges and gaps in children's mental health programs and services

Requires the Partnership to regularly review aggregate, de-identified data from the Behavioral Health Care and Ongoing Navigation (BEACON) portal to ensure data-driven system transformation

Expands the adjunct council youth membership from up to 6 youth aged 14-25 to up to 10 youth aged 16-25, while capping community-based organization representatives at 4

Adds sexual orientation to the diversity requirements for public members appointed to the Partnership and eliminates expense reimbursement for Partnership members

Changes the annual report deadline from December 30 to December 15 and removes the Partnership's authority to convene study groups
