Spouses and dependents of eligible veterans would receive tuition and mandatory fee waivers at Illinois public community colleges and universities, covering up to 4 academic years of undergraduate coursework.

Eligible veterans include those with 30% or greater service-connected disability ratings, those killed in action or who died from service-connected disabilities, and those missing in action or classified as prisoners of war.

Waivers cover only tuition and mandatory fees, excluding room, board, books, supplies, and transportation costs.

The Illinois Student Assistance Commission would administer the program, with state benefits applied after federal educational benefits to prevent duplication of assistance.

Effective July 1, 2026.
