Creates the Families Receiving Emergency Support for Hunger (FRESH) Program to provide cash benefits to households whose SNAP benefits were reduced or terminated due to failure to meet SNAP work requirements

FRESH benefits are paid as a one-time lump sum equal to 3 times the monthly SNAP benefit reduction or 3 times the prior monthly allotment if fully terminated, distributed via Electronic Benefits Transfer card

Applications must be submitted within 180 days for those who lost benefits before the program launch, or within 60 days for those who lose benefits after launch, with benefits issued within 10 calendar days of application

Department of Human Services must publish monthly data reports on applications, approvals, and benefit amounts issued, and FRESH benefits cannot be counted when determining eligibility for other public assistance

Program is subject to available funding and automatically terminates on January 1, 2028
