Prohibits contractors from soliciting home repair or remodeling contracts while a loss-producing event is ongoing, while fire or emergency personnel are on scene, or between 7:00 p.m. and 8:00 a.m.

Bars in-person contractor solicitation for 72 hours following a Governor-issued disaster proclamation, unless the homeowner initiates contact first.

Amends the Home Repair and Remodeling Act (815 ILCS 513/18) to add these new solicitation restrictions alongside existing consumer protections.

Local government regulations on contractor solicitation are preserved and not superseded by these state-level requirements.
