Amends the Illinois Vehicle Code definition of "electric personal assistive mobility device" to specify self-balancing, 2 non-tandem wheeled devices lacking pedals with a maximum speed of 15 mph or less

Expands the definition to include currently "out-of-class" devices such as Onewheels, electric unicycles, and new emerging micromobility devices, regardless of market name

Explicitly excludes low-speed electric bicycles, low-speed scooters, motorcycles, and motor vehicles from the definition

Changes language from devices "with" an electric propulsion system to those that are "battery-powered or have" an electric propulsion system
