Amends the Illinois Insurance Guaranty Fund Article to extend sunset provisions for 5 years from this act's effective date, allowing the Fund to continue participating in insolvent company asset distribution and contracting with the Office of Special Deputy Receiver

Establishes Cook County as the exclusive venue for lawsuits against the Illinois Insurance Guaranty Fund arising under this Article

Exempts the Fund from posting appeal bonds in appeals related to causes of action under this Article

Extends the Fund's authority to provide consulting and claims administration services to assist the Director acting as receiver in insurance company liquidation proceedings

Takes effect immediately upon becoming law
