Amends the Illinois Prevailing Wage Act to restore provisions that existed before Public Act 104-17 took effect, reversing recent changes to how prevailing wages are calculated for public works projects.

Allows wages and fringe benefits for public works to be based on craft and skill level of workers when established through collective bargaining agreements between employers and bona fide labor organizations.

Changes apprenticeship program requirements from those "registered with" the Office of Apprenticeship to those "approved by" the U.S. Department of Labor, Bureau of Apprenticeship and Training.

Removes references to "full journeyman" wage requirements that were added by Public Act 104-17, affecting how fringe benefits for training and apprenticeship programs are calculated.

Effective date is July 1, 2026.
