Defines "professional breeder" as an entity with more than 5 breeding female dogs that is USDA-licensed and sells offspring to pet stores or dog dealers for compensation.

Expands pet shop and dog dealer sales sources to include professional breeders in addition to animal control facilities and animal shelters, provided breeders comply with new Section 3.10 requirements.

Requires animal shelters accepting dogs or cats from other shelters or out-of-state facilities to obtain documentation certifying the animal was not purchased from breeders, dealers, or brokers.

Restricts animal shelters to obtaining dogs and cats only through owner surrender, animal control facility transfers, law enforcement orders, court orders, or compliant shelter transfers.

Removes existing requirements for pet shop operators to maintain and submit semi-annual records documenting the source and acquisition circumstances of each dog or cat offered for sale.
