Amends the Illinois Health Facilities Planning Act to formally define and distinguish between "Certificate of Need" (permit) and "Certificate of Exemption" as separate authorization processes for health care facility activities

Grants the Health Facilities and Services Review Board authority to review applicable criteria when considering exemption applications, with power to approve, deny, or defer applications for additional information

Adds "discontinuation" as a separately defined term meaning the voluntary or involuntary cessation of a health care facility's operations or a category of service, removing it from the "construction or modification" definition

Makes changes to provisions governing administrative hearings, State Board powers and duties, staff powers, and the review and investigation processes for permit applications

Requires ethical practices and effective communication to ensure the integrity of both the Certificate of Need Permit and Certificate of Exemption processes, emphasizing cost containment and support for safety net services
