Creates the Green Light for Buses Act establishing the Committee on Efficient Arterial Signal Infrastructure to advise the Illinois Department of Transportation on improving public transit efficiency through traffic signal improvements in metropolitan regions.

Requires the Committee to inventory existing traffic signal infrastructure, develop strategies for transit signal priority (TSP) expansion, estimate costs and economic impacts, and recommend coordinated signal operations across jurisdictions.

Mandates the Committee publish a recommendations report within 2 years of the Act's effective date, which must be incorporated into the Department's Public Transportation Plan.

Authorizes the Northern Illinois Transit Authority to establish and administer a transit signal priority program, including funding, procurement, and intergovernmental agreements for implementation on public roadways.

Requires IDOT to evaluate transit signal priority feasibility for any Department-funded project involving traffic signal installation or modernization on routes with fixed-route bus service; the Act automatically repeals 10 years after taking effect.
