Amends the Environmental Protection Act to require the Illinois EPA to adopt new rules within one year for public water supply program loans for lead service line replacement.

Doubles the maximum loan priority points for housing age from 45 to 90 points, based on the percentile rank of pre-1990 housing units in a project area compared to all Illinois census tracts.

Creates a new scoring system for lead service line burden: 90 points if lead lines comprise 75-100% of service lines, 60 points for 50-74.99%, 30 points for 25-49.99%, and 0 points for under 25%.

Requires the EPA to rescore and rerank all pending financial assistance applications under Part 663 as soon as practical after the new rules take effect.
