Expands Illinois Medicaid Brain Injury waiver to cover adults over age 21, effective January 1, 2027, addressing a current gap that forces individuals to transfer to nursing homes or out-of-state facilities when they age out at 21.

Covered services include case management, nursing services, physical therapy, occupational therapy, speech language therapy, behavioral intervention, counseling, life skills training, and residential/day habilitation.

Department of Human Services must reimburse approved programs at rates matching the existing Home and Community-Based Services Waiver program.

Legislative findings note over 141,000 new brain injuries occur annually among Illinois residents, and 22 other states already offer community-based residential care funding for adults with brain injuries.

Eligibility requires documented acquired brain injury (including traumatic brain injury, stroke, aneurysm, tumors, infections, or toxic encephalopathy) and risk of nursing facility placement due to functional limitations.
