Expands the definition of "hard-to-staff school" under the Illinois Teaching Excellence Program to include schools identified as hard-to-staff on their school report card OR schools without a report card that serve 30% or more low-income students

Allows the State Board of Education to use enrollment or funding data to determine low-income status for schools lacking school report cards

Prohibits the State Board of Education from denying National Board certified teachers retention bonuses solely because their school lacks a school report card

Retention bonuses for National Board certified teachers in hard-to-staff schools remain at $4,000 per year for 2 consecutive years under existing program provisions
