Creates a new "National Board certification-early childhood generalist" endorsement on an Educator License with Stipulations for applicants holding a valid Early Childhood Generalist certificate from the National Board for Professional Teaching Standards

Endorsement holders are automatically deemed qualified to provide instruction in early childhood education programs, including pre-kindergarten, without additional state requirements

Holders are considered to meet or exceed all early childhood instructional competency requirements established by the State Board of Education for pre-kindergarten instruction

Amends Section 21B-20 of the School Code (105 ILCS 5/21B-20) governing educator licensure types and endorsements
