Authorizes licensed Internet gaming operators to offer online casino games, including slots, poker, table games, and live-dealer games, accessible via computer or mobile device to players physically located in Illinois or approved partner jurisdictions.

Limits each Internet gaming licensee to a maximum of 3 individually branded Internet gaming skins (websites or apps) and allows contracts with up to 3 Internet management service providers.

Imposes a 25% privilege tax on adjusted gross gaming revenue from Internet gaming, with proceeds deposited into the State Gaming Fund.

Requires age verification (21+), location verification, responsible gaming measures, and data security standards to prevent underage gambling, unauthorized access, and illegal activity.

Mandates primary gaming servers be located anywhere in the U.S. for the first year, then within Illinois thereafter, and requires the Illinois Gaming Board to adopt emergency rules within 90 days of the Act's effective date.
