IL HB4798

Amends the Environmental Protection Act to allow electric generating units and large greenhouse gas-emitting units to continue operating during emergency, pre-emergency, or conservative operations situations declared by grid operators.

Prohibits variances, adjusted standards, or other regulatory relief from greenhouse gas emission controls once battery storage resources reach at least 10% of total state-installed generation capacity.

Requires the Illinois EPA to delay enforcement of certain greenhouse gas emission controls if battery storage resources fall below 10% of total state-installed generation capacity at any time after the bill takes effect.

Directs the Illinois EPA to adopt rules implementing these requirements and establishes definitions for "battery storage resource" and "total State-installed generation capacity."

Takes effect immediately upon becoming law.
