Creates a statewide Landlord Rental Guarantee Program administered by the Department of Veterans Affairs, reimbursing landlords up to $3,500 for damages or unpaid rent from veteran tenants using housing assistance.

Establishes a Veterans Rental Guarantee Fund in the State treasury to fund landlord reimbursement claims.

Requires the Department of Veterans Affairs to create a homeownership pilot program allowing veterans to use federal or state housing vouchers to subsidize mortgage payments for 10-15 years, with case management services and annual reporting to the General Assembly.
