Expands medical assistance coverage to certain categories of lawfully present noncitizens residing in Illinois who are not eligible under other Medicaid provisions

Sets income eligibility for qualifying persons ages 19-64 at or below 138% of the federal poverty level

Sets income eligibility for qualifying persons 65 years of age or older at or below 100% of the federal poverty level

Removes the 24-month limit on continuous medical assistance coverage from the initial eligibility date, allowing ongoing coverage if otherwise eligible

Maintains existing qualifying conditions including pending asylum applications, receiving services through federally funded torture treatment centers, and other specified immigration-related statuses
