Repeals the Environmental Laboratory Certification Committee, a 9-member advisory body established under the Illinois Environmental Protection Act that included representatives from municipal water supply labs, commercial environmental labs, sanitary districts, and the Metropolitan Water Reclamation District of Greater Chicago.

Transfers sole authority to the Illinois Environmental Protection Agency to establish assessment schedules for the environmental laboratory certification program, removing the requirement for Committee concurrence.

Maintains existing certification fee structure: $1,000 per year each for inorganic and organic parameters across public water supply, water pollution, and hazardous waste analyses categories.

Preserves the $2,400 annual administrative assessment for certified laboratories ($3,900 for labs not certified in the preceding 6 months) and exemptions for state agencies and municipal governments conducting public water supply analyses.
