Extends State-funded SNAP benefits and cash assistance eligibility to humanitarian immigrants who are ineligible for federal benefits solely due to citizenship or immigration status but otherwise meet financial and nonfinancial eligibility requirements.

Eligible humanitarian immigrant categories include refugees, asylees, T and U visa holders (trafficking and crime victims), individuals with withheld deportation/removal, battered spouses and children of U.S. citizens or permanent residents, Iraqi and Afghan special immigrants, certain American Indians born in Canada, Hmong and Highland Laotian tribal members, and parolees admitted for at least one year.

Exempts individuals without legal work authorization from statutory work requirements for these benefits.

Excludes from SNAP eligibility any individual residing in an institution or setting that provides the majority of their daily meals.

Benefits are subject to available State funding, with State funds covering costs where federal funding is unavailable; takes effect immediately upon enactment.
