Establishes the Renewable Fuels Infrastructure Program administered by the Illinois Department of Agriculture to fund equipment for storing and dispensing higher-blend ethanol (above E-10) and biodiesel (above B-10) fuels

Creates the Renewable Fuels Infrastructure Fund with $3 million transferred quarterly from the Underground Storage Tank Fund from July 1, 2026 to June 30, 2027 (up to $12 million total)

Limits grant recipients to retail petroleum marketers and terminal operators, with a maximum of $1 million per company and $100,000 per site; public bodies are excluded

Requires grant applicants to cover at least 50% of equipment installation costs, with eligible expenses including tank modifications, piping, and fuel dispensers

Transfers from the Underground Storage Tank Fund are suspended if that fund's balance falls to or below $50 million
