Beginning July 1, 2026, the Department of Human Services must reissue the original cost and wage survey from the Guidehouse Rate Study for community day services serving persons with intellectual and developmental disabilities.

The survey will be used to increase transportation funding rates for community day services and may collect data on provider information, employee salaries, benefits, staff turnover, and costs for day services, supported employment, and transportation.

The Department of Healthcare and Family Services must file a federal waiver amendment to remove the 5-hour per day billing maximum for community day services for adults with developmental disabilities, while maintaining monthly and yearly billing caps.

Implementation of the billing change is contingent on federal approval of the waiver amendment.

Effective date: July 1, 2026.
