Extends the deadline for alternative retail electric suppliers to publish notice of their certification application in the official State newspaper from 10 days to 14 days after filing.

Increases the Illinois Commerce Commission's timeframe to grant or deny certification applications from 45 days to 60 days after a complete application is filed and notice published.

Adds new criteria for evaluating applicants' managerial resources, including their commitment to managing sales and marketing staff through affirmative policies, independent audits, technology, field monitoring, and training.

Requires applicants with sales personnel or agents in Illinois to demonstrate managerial presence within the state as part of the certification evaluation.

Mandates that applicants comply with all applicable federal, state, regional, and industry tariffs (in addition to existing rules, policies, practices, and procedures) for maintaining the safety and reliability of the electric transmission system.
