Creates the Dependency Determinations for Unaccompanied Children Act, establishing a process for unaccompanied children in federal Office of Refugee Resettlement custody in Illinois to petition state courts for a finding of dependency based on allegations of parental abuse, neglect, or abandonment

Requires courts to hold hearings within 35 days of petition filing, or within 7 days if the child is approaching age 18 or emergent circumstances exist

Children declared dependent become eligible for court-ordered psychological, educational, medical, and social services, as well as protection against trafficking or domestic violence, with participation being voluntary

All court proceedings and documents under the Act are confidential and sealed from public access, and no filing fees may be charged to children petitioning under the Act

Court findings may enable children to petition U.S. Citizenship and Immigration Services, while parental rights cannot be terminated through these proceedings
