Amends the Department of Veterans Affairs Act to expand eligibility for service officers and supervisors in the field division to include currently serving reservists or National Guard members in good standing, in addition to honorably discharged veterans

Removes the existing requirement that service officers and supervisors must have served during a "time of hostilities with a foreign country"

Eliminates specific service conditions previously required, including minimum 6-month service, duration of hostilities service, hardship discharge, or service-connected disability discharge

Applies to all service officers, supervisors, and field managers within the Department of Veterans Affairs field division
