Requires the Department of Central Management Services to apply site-neutral payment principles for all covered services under the State Employees Group Insurance Program, including contracts, managed care arrangements, and third-party administrator agreements.

Directs the Department of Insurance to instruct all health insurance companies operating in Illinois to apply site-neutral payment principles for covered services across all health insurance products sold, managed, offered, or marketed in the state.

Grants rulemaking authority to both the Department of Central Management Services and the Department of Insurance to implement the site-neutral payment requirements.

Amends the State Employees Group Insurance Act of 1971 (5 ILCS 375/10) and the Illinois Insurance Code (215 ILCS 5/368h).

Effective January 1, 2027.
