Amends the Energy Transition Act to require the Clean Jobs Workforce Hubs Network to provide targeted outreach, recruitment, training, and placement services specifically for careers in the climate, environmental, and clean energy sector

Defines "climate, environmental, and clean energy sector" to include occupations related to climate adaptation, climate change mitigation, environmental conservation and restoration, ecosystem resilience, clean or renewable energy, and related technologies or services

Expands formal partnerships to include entities providing climate and environmental jobs alongside clean energy employers, such as businesses, nonprofits, and worker-owned cooperatives

Requires the Department of Commerce and Economic Opportunity to collect and report additional data disaggregated by race, gender, geography, and equity status, including enrollment and placement numbers in the climate/environmental/clean energy sector, average wages, retention rates at 6 and 12 months, certifications achieved, and qualitative participant feedback

Applies to the existing network of 14 Hub Sites distributed across Illinois, including locations in Chicago, Waukegan, Rockford, Aurora, Joliet, Peoria, Champaign, Danville, Decatur, Carbondale, East St. Louis, Kankakee, and Alton
