Establishes new per diem add-on rates for nursing facilities beginning January 1, 2027, based on STRIVE study staffing levels, with add-ons ranging from $11.26 (at 73% staffing) to $50.68 (at 150% or higher staffing)

Raises the minimum staffing threshold from 70% to 73% of STRIVE study levels after December 31, 2026; facilities below this threshold will not receive variable per diem staffing add-ons

Limits reductions to nursing facility variable staffing per diem add-ons to no more than 5% across two consecutive quarters

Requires the Department of Healthcare and Family Services to split the support rate into two categories beginning January 1, 2027: "Support - non-nurse staff" (general services) and "Support - Administrative" (general administration)

Increases maximum per diem add-on from $38.68 (at 125% staffing under current law) to $50.68 (at 150% staffing under new provisions)
