Amends the Mental Health and Developmental Disabilities Code to limit circuit court jurisdiction to persons subject to involuntary admission on an inpatient basis or those needing treatment by psychotropic medication and electroconvulsive therapy

Removes circuit court jurisdiction over involuntary outpatient admissions, eliminating provisions that were set to expire January 1, 2030

Prohibits courts from ordering respondents with pending felony charges to be hospitalized in Department of Human Services mental health facilities unless the Department agrees to the hospitalization program

Removes existing provisions that addressed court proceedings for inmates of penal institutions within 90 days prior to discharge
