State Board of Education must develop or adopt a model water safety instruction program by January 1, 2027, covering topics including flotation device use, water conditions awareness, swim area supervision, safe behaviors, pool barriers, swim skills, avoiding alcohol with water recreation, and CPR for drowning victims.

Beginning with the 2027-2028 school year, all school districts must provide age-appropriate water safety instruction to enrolled students as part of physical education courses.

Department of Public Health must create a water safety informational notice in English, Spanish, and Arabic by July 1, 2027, with annual updates thereafter.

Public and nonpublic schools must distribute the water safety notice to parents/guardians by October 1, 2027 and annually thereafter, and post a link to the notice on school websites.

Civil liability immunity is provided to the Department of Public Health, State Board of Education, school districts, and nonpublic schools for damages related to the informational notice.
