Workers on public works projects who perform tasks under 2 or more trade classifications in a single day must be paid the highest prevailing wage rate among those classifications for all hours worked that day.

Apprentices enrolled in U.S. Department of Labor-approved apprenticeship programs may be paid at apprentice cash wage rates, but must receive full journeyman fringe benefits.

Apprentices working outside their registered program or established ratios must be paid full journeyman wages; apprentice rates only apply to one trade classification per project.

The Department of Labor's certified payroll database must now include the first and last name of each worker, in addition to existing wage and classification information.

When the Department determines a prevailing wage violation occurred, the Comptroller must withhold all payments associated with the work until the matter is resolved, exempt from late payment penalties.
