Expands the Illinois Works Jobs Program Act to cover State-assisted projects financed by grants, loans, incentives, or tax subsidies that require prevailing wage payments, including projects under the Illinois Power Agency Act, Climate and Equitable Jobs Act, and Broadband Expansion Act

Requires at least 10% of total labor hours in each prevailing wage classification to be performed by apprentices on public works projects costing $500,000 or more and on all State-assisted projects of any amount

Sets a goal that beginning June 1, 2026, at least 50% of apprentice labor hours be performed by graduates of the Illinois Works Preapprenticeship Program, Illinois Climate Works Preapprenticeship Program, or Highway Construction Careers Training Program

Allows the Department of Labor to reduce or waive apprenticeship requirements upon written request submitted at least 45 days before project start, if the recipient, contractor, or subcontractor demonstrates insufficient apprentices are available through documented outreach to apprenticeship programs

Requires recipients, contractors, and subcontractors to file certified payrolls, record journeyman and apprentice labor hours, track apprentice registration and graduation for 5 years, and identify apprentice classifications in payroll records
