Expands access to Illinois' Underground Storage Tank Fund for owners and operators seeking to remove underground storage tanks installed more than 30 years before removal

Requires owners/operators to meet eligibility criteria including: registering the tank and paying all fees under the Gasoline Storage Act, notifying the Illinois EPA and Office of the State Fire Marshal of removal intent, and not having costs already covered by private insurance or court order

Excludes tanks owned or operated by the United States Government and tanks containing fuel exempt from the Motor Fuel Tax Law

Sets a $5,000 deductible for fund access related to removal of underground storage tanks over 30 years old

Amends Section 57.9 of the Environmental Protection Act (415 ILCS 5/57.9) to add these new provisions alongside existing fund eligibility rules for confirmed releases
