IL HB4949

Authorizes cities, counties, the State, and community-based nonprofits to establish multiagency Family Justice Centers that provide coordinated services to survivors of domestic violence, sexual violence, stalking, and human trafficking in one location.

Requires centers to include staff from domestic violence providers, rape crisis organizations, legal services, mental health providers, housing providers, law enforcement, State's Attorney offices, and Children's Advocacy Centers, among others.

Mandates survivor consent policies and confidentiality protections, requiring written, time-limited consent before sharing survivor information between agencies, with exceptions for mandatory reporting situations.

Establishes that survivors cannot be required to participate with law enforcement or the criminal justice system to receive services at a Family Justice Center.

Requires annual trauma-informed training for all center staff and establishes formal survivor feedback and complaint processes to address concerns about services or staff conduct.
