Expands county water commission authority to construct water transmission and distribution lines within a 50-mile radius (increased from 25 miles) outside member municipality corporate limits

Permits county water commissions to establish goals or requirements for procurement of goods and services and to accept assignment of municipal waterworks system contracts or other public improvement contracts

Amends the Water Commission Act of 1985 and Illinois Municipal Code, adding 10 new sections (Sections 6-15) governing design-build delivery systems and related procurement procedures
