Amends the Illinois Emergency Management Agency Act to authorize the Illinois Emergency Management Agency and Office of Homeland Security to make grants for public safety radio interoperability.

Grants must comply with standards set by the Illinois Statewide Interoperability Executive Committee under Section 10 of the Illinois State Police Radio Act.

Priority for grants goes first to public safety agencies in areas without land mobile radio communication interoperability in counties with populations under 75,000.

Only public safety agencies using P25 CAP-verified (Project 25 Compliance Assessment Program) technology that complies with CISA's current SAFECOM Guidance on Emergency Communications Grants are eligible for funding.
